God wants what is best for us all the time and if we have unforgiveness toward someone else (or ourselves), that is not best for us. Unforgiveness is a form of hate and hate is a form of sin. If we are aware we are living in sin do we feel like we are in perfect standing with God? No, there is a knowing, a feeling, inside of us when we are living in sin that we are not living as we should. Does that mean God is harsh and unforgiving, ready to smite us at the first opportunity? No, God is there waiting with open arms ready to take us in as soon as we can get out of our own way. If we are in our own way, we have a hard time experiencing the fullness of God.
